Report of Free Tuition Proposal in Alabama

Behind the Star is reporting that there is a proposal in the Alabama legislature to offer free tuition to servicemembers who have served on active duty at any state college, university, technical college, community college, or junior college.

I have no further information regarding this report and have searched Google News with no hits. Are there any readers from Alabama with additional information regarding this proposed legislation?
